Pedagogical education reform discussed at the Ministry of Science

On March 4, 2026, an expanded meeting was held at the Ministry of Science, Higher Education and Innovation of the Kyrgyz Republic to discuss the transformation of pedagogical education in the context of the transition to a 12-year general secondary education system.

The meeting was attended by rectors of universities that train specialists in pedagogical fields, representatives of the Kyrgyz Academy of Education, and members of the expert group. The meeting was chaired by Deputy Minister Durus Kozuev.

Participants noted that the transition to a 12-year education system is one of the country’s key strategic reforms. In this regard, preparing competent, competitive teachers with strong digital skills and readiness for inclusive education is a major priority.

During the meeting, Durus Kozuev presented information on the implementation of the Roadmap for transforming pedagogical education and outlined key results and future directions. The current state of secondary and higher pedagogical education was analyzed, and international experience in 12-year schooling was reviewed to assess its applicability in training teachers in Kyrgyzstan.

Proposals were also developed to align state educational standards of vocational colleges and universities with the school education system, update professional standards and qualification frameworks for teachers, and revise the list of higher education training areas and the classifier of vocational specialties.

In addition, participants discussed flexible models of teacher training, retraining mechanisms for specialists from other fields, and the implementation of intensive educational programs to address the shortage of teachers in schools.

As a result, experts presented recommendations and agreed on updated models of pedagogical education, as well as decisions to accelerate the implementation of the Roadmap and strengthen interagency coordination.
