Science without bureaucracy: new standards for researcher certification approved

The Ministry of Science, Higher Education and Innovation of the Kyrgyz Republic announces that the Cabinet of Ministers has approved new regulations governing the certification of highly qualified scientific and scientific-pedagogical personnel. The adopted changes are an important step in reforming the certification system and are aimed at simplifying procedures, improving the quality of scientific research and integrating Kyrgyz science into the international arena.

Key changes to the certification system:

From quantity to quality. New requirements have been introduced for the publication of scientific articles in the international databases Scopus, Web of Science and RINC. This will strengthen the position of Kyrgyz scientists and universities in international rankings and increase the visibility of domestic science abroad.

Simplification of the defence procedure

Outdated stages have been abolished, such as minimum requirements for candidates, duplicate expert reviews and approval by the presidium. Now the public defence procedure includes: public discussion of the dissertation on the Higher Attestation Commission website; expert discussion at the place of defence, taking into account the results of public discussion and expert conclusions. This makes the process more transparent, modern and focused on real scientific evaluation.

Free choice of defence dates
Previously, thesis defences were limited to three years for candidate degrees and five years for doctoral degrees. Now, researchers can defend their work as soon as it is ready, which is especially important for enterprising young scientists.

Abolition of the points system
It is no longer necessary to earn a certain number of points (100 for candidates, 250 for doctors). The main criteria now are scientific novelty, relevance and contribution to the development of science.
