IRCAPS Air Pollution Research Center Opens at Osh State University

The Inter-Institutional Research Center for Air Pollution Studies (IRCAPS) has officially opened at Osh State University.

The opening ceremony was held on November 18 and was attended by a delegation led by Professor Nobutoshi Nawa, a world-renowned scientist from the Tokyo University of Science, and Nishigato Kotaro, a representative of the Japan International Cooperation Agency (JICA) in Kyrgyzstan. Rector of Osh State University, Kudaiberdi Kojobekov, along with faculty members and students, also participated in the event. In his remarks, Rector Kojobekov emphasized that the establishment of the center marks a new stage in scientific, educational, and international cooperation between Kyrgyzstan and Japan. He highlighted the large-scale and strategic significance of the project, which aims to address one of the most pressing issues of our time.

The center will focus on studying the impact of air pollution on human health. Measurement devices will be installed both inside and outside residential buildings to assess air quality in Osh, Bishkek, and other regions. To support this work, project teams will develop a comprehensive strategic plan. Scientists from Tokyo will also visit the center and collaborate with researchers from Osh State University. The collected data will be presented as recommendations to relevant institutions and stakeholders.

The center was established as part of the project “Development of an Air Pollution Assessment System Based on Satellite Data and Regional Chemical Transport Modeling, and the Establishment of an Air Pollution Research Center,” implemented jointly by Osh State University and the Tokyo University of Science. Three university staff members have already completed specialized training at the Tokyo University of Science.

The five-year project will begin in 2025. Funding is provided by the Japan International Cooperation Agency (JICA) and the Japan Science and Technology Agency (JST). The total investment amounts to $5 million, and all necessary technical equipment for the center has already been procured.

The project is being carried out in collaboration with the Ministry of Health of the Kyrgyz Republic, the Ministry of Natural Resources, Environment, and Technical Supervision, the Hydrometeorological Service, the International Higher Medical School, the Osh City Hall, as well as international partners and other stakeholders. Osh State University serves as the primary implementing institution.
