The History of the project
      The practical implementation of the educational and cultural project "Confucius Institute" began in 2004. The initiator of its preparation and implementation was the Chancellery of the State Department of the PRC - Hanban (汉办). This is an official state institution of the People′s Republic of China, created with the participation of a number of ministries and government committees. The organizer of the Confucius Institute project is the Chancellery of the State Department of the People′s Republic of China (Hanban), which exercises overall control over the implementation of activities carried out within its framework and provides them with funding. The project′s governing body is the head office of the Confucius Institutes. This non-profit organization, located in Beijing and having the status of a legal entity, was established in April 2007. It is the supreme governing body of the Confucius Institutes around the world directly and performs the functions of coordinating their activities. Head of the Board of the Head Office of the Confucius Institutes - Member of the State Council of the People′s Republic of China Ms. Liu Yongdong (刘延东). Hanban is led by Department Chair Ms. Xu Lin (许琳) who heads the Chinese Language Council International (CLCI), the main institution in China dedicated to promoting the Chinese language on the world stage. In 2006, there were 80 Confucius Institutes in 36 countries. At the end of 2007, there were 210 Confucius Institutes in 64 countries. At the end of 2008, there were 249 Institutes and 56 Confucius Classes in 78 countries. At the end of 2009, there were 272 Institutes and 282 Confucius Classes in 88 countries. At the end of 2010, there were 322 Institutes and 369 Confucius Classes in 96 countries. On the territory of the Kyrgyz Republic, the implementation of the Confucius Institute project began in 2007, where the following higher educational institutions became its participants (as of May 1, 2014): 1. Bishkek Humanitarian University (BSU) - 2007; 2. Kyrgyz National University (KNU) - 2008; 3. Osh State University (OshGU) - 2013; The variety of forms of implementation of the Confucius Institute project is not limited to the creation of Institutes at higher educational institutions in various countries of the world. At present, there are "online Confucius Institutes", "Radio Confucius Institute" and the TV Institute of the same name. The Confucius Institute project has been running for 10 years. During this time, it has acquired worldwide scope. In the course of the project implementation, it gained a reputation as a conductor of educational and cultural programs that are in demand by the world community and useful for the widest sections of the population. The curriculum of the Confucius Institute project differs from those developed by various educational institutions that specialized in teaching Chinese as a foreign language, as highly qualified Chinese specialists take part in their creation. For their implementation, textbooks and teaching aids have been developed and are being developed, often having no analogues and the best alternative in other countries of the world. The concrete results obtained within the framework of this project are applied and used in the system of secondary, secondary specialized and higher professional education not only in foreign countries, but also in the Russian Federation. A positive example of the Confucius Institute at Osh State University demonstrates the wide possibilities of creating and implementing new curricula, developing teaching and methodological aids, innovative teaching methods and knowledge control, including those based on modern information technologies. They are used with great success both in schools with in-depth study of the Chinese language, and in higher educational institutions of the South of the Republic.
