In March of this year, the universities of the republic, at the suggestion of the Ministry of Education and Science of the KR, conducted a seminar on "The rating of universities in the Kyrgyz Republic 2018", developed by the Kazakhstan Independent Agency for Accreditation and Rating (IAAR.) According to the results of the research, Osh State University took the first places in 7 directions: humanities, teacher education, Economics and Management, Power Engineering and Electrical Engineering, Computer Science and Information Technology. In the following areas, the second places-natural sciences and physics and mathematics and computer sciences.
The research was carried out according to the methodology of ranking the universities of the republic - based on the following social indicators:
• Average enrollment rates for ORT applicants
• Holders of "gold certificates"
• Participation of foreign students
• Laureates of state awards and titles
• Heads of scientific grants of the Ministry of Education and Science of the Kyrgyz Republic
• Holders of patents for inventions
• Availability of articles on the Hirsch index (Web of science, Scopus)
In accordance with the world`s leading trends, the main directions of educational institutions are the participation in the preparation and passage of independent ratings that determine the role and place of educational institutions in society and the modern market of educational services. During the period of accreditation, educational organizations receive the recommendations of independent experts, try to improve the quality of the education system and assess their activities, get an opportunity to see the strengths and weaknesses of the educational system, conduct risk analysis and dangerous aspects in the work. In this regard, develops strategic priorities for innovative development. Participating in the ratings, the educational institution represents its educational activity to the public and receives its evaluation.
The purpose of the ratings is to increase competitiveness among higher education institutions, ensure quality in education and research activities. It should be noted that the Kazakhstan Agency (IAAR) entered the special register of the Kyrgyz Republic and is considered to be the organization most fully and clearly responding to the specified accreditation parameter. The goals of IAAR are to ensure the competitiveness of high quality education among the world community. IAAR, along with gaining international trust, was one of the first to receive the status of a full member of ENQA (European Association for Quality Assurance in Higher Education) and recognized as an organization for national accreditation in Kazakhstan and Kyrgyzstan. The authority of the agency is also evidenced by the fact that the IAAR cooperates with 15 of the best agencies in the world. It should be added that last year IAAR became a full member of EQAR (European register of quality assurance agencies in higher education.
